I think in the other situation You are starting the dedicated server (in that case You are not playing on this PC, but the clients - and also You - are connecting to that PC from another PC). In that case it's not enough to have everything in ...\counter-strike\cstrike\addons folder. You need to have everything like that also in ...\dedicated server\cstrike\addons folder. And also the file ...\dedicated server\cstrike\liblist.gam should be the same like ...\counter-strike\cstrike\liblist.gam
