The bots are coming to the server if there is few conditions fulfilled:
1. They are correctly installed.
2. For the particular map You want the bots for - there is a file with waypoints (mapname.pwf) in addons\podbot\wptdefault folder.
3. There are some lines like "pb add" or one line "pb fillserver" in podbot.cfg.

If ALL those conditions are OK, after time expired pb_mapstartbotdelay setting in podbot.cfg the bots are coming to the server. So if You want them to come after 10 minutes just change the setting in podbot.cfg pb_mapstartbotdelay to 600 (that's in seconds).

All above is true in the case You ARE NOT using pb_bot_quota_match (I mean it is 0). If You are using it and You want to have some bots on the server after expiring pb_mapstartbotdelay time, instead those lines pb add You should increase the pb_minbots setting to the value You wish to have amount of bots on the server.

As You can see - everything above is related to settings in podbot.cfg. It has nothing to do with the shortcut to the game.
