I usually start CS then make "usual" things:
"Start game on LAN"
set-up maximum of players
choose a map
and wait about 2-3 rounds wile bots are fill the server then i can play.

What i must to type in command line to make these thing automatically?

I know what i can use console commands in it
for example : "+map de_dust" after "-game cstrike" launched game and i can "run" on map .. Bat alone (without bots )
