Post Your config files for fy_iceworld_cz and for de_dust2_cz. Tell me the exact version number of podbot mm You are using.
Placing the command
pb fillserver 100
in the server.cfg (for HLDS) or in listenserver.cfg fills up the server with bots up to bots + humans = pb_maxbots setting (I've just tried it) everytime the map is loaded.
