Can't really specify how many bots can move on certain waypoints, atleast I don't think there's a function like that.

But you can turn on peace mode with the waypoint menu so bots will not shoot at you and the bots will not shoot at eachother.

For bots not joining, is there an error saying no waypoints for this map?
