Unfortunatly, the problem is strictly the same with rcbot : the bots spawn and stay idle.
-I have tried windows servers with the same version of metamod (1.19) and bots rcbots and hpb_bot work fine, with well fighting bots : all is ok.
-The linux server with the same version of metamod (v1.19) failed with bots rcbot and hpb_bots (idle bots). I compiled the source with gcc4.1 on a debian. I also tried with recompiled versions of metamod, but it's fail too (same bug)
So, if somebody has a way to run bots on a linux server.....
Maybe compiling on a older compiler (gcc2.9...)
