try this way
bind "i" "pb menu"
without underscore line between "pb" and "menu".
Note:
All pb mm
commands have the prefix "pb", then there is a space, then - there is a command (no underscore line between "pb" prefix and the command) then sometimes there are arguments (or no arguments - depanding of the command) - examples:
pb add 100 3 1 3 Android
pb fillserver 100
pb menu
All
settings are cvars and they do have underscore between "pb" and the setings name, then there is a value - for example
pb_minbots 0
pb_maxbots 16
pb_maxweaponpickup 10
