With about 400MHz and DirectX 6 You cannot play smoothly with bots and resolution 1024x768... Try to use in CS open_gl settings for video and about 640x480 resolution. How many fps You can have there? The problem is - if fps is jumping - the bots may act in slow motion. Try to setup - for example fps_max 35.
