It depands on Your podbot.cfg file, but yes - in the default settings - there should be added some bots.
What is Your system specyfication? Metamod version? Can You copty and apste all line returned by meta list command (I should see there something like "running"/"badf" "chlvl"/"any" etc. Is this steam or non-steam CS1.6?
