How about a cvar if you still need it to NOT count spectators
pb_maxbots_count_spec <0|1> // 1 count spec, 0 dont count spec.

I think many server admins use kick afk/spectators on their server so if you have that it wont be a problem.
At least the above extra cvar gives you the option to not count spectators.
