The don't buy any weapon on aim_xx and awp_xx maps. That's the only thing I remember which may prevent them buying weapons.
Try
All-In-One installer as a fresh install - with default settings and check if You still have this problem. Then let me know again if it still happens only on certain maps or all maps.
