Go to amxmodx/config directory and find the file:
weaprest.ini
If there is such file - just delete it.
Make sure that in Your podbot.cfg file You have these settings:
pb_restrweapons "00000000000000000000000000"
pb_restrequipammo "000000000"
Check them also during the game (they are just as cvars) if something doesn't overwrite it for You.
