It's HL limitation - if You want one player is always able to join a server, You must have for him one free slot. Otherwise - if there is for example 32 bots and the mp_maxplayers is 32 - no-one is able to join. In this case Your setting pb_maxbots should be 31 (always one below than mp_maxplayers).

There is no
bot.cfg file. There is
podbot.cfg and this one is read for sure. Take all config files for V3 of podbot mm from
here. And read the podbot.cfg for V3 - there is a lot of info You may use. You can also read more from
docs. Don't be lazy - just read.
