Problem solved (but sometimes they run over a bomb and don't try to defuse it but when they try they success) but new problem with terrorists:

If they want to plant the bomb they ask for backup but then they don't plant the bomb! They ask for backup and ask for backup and ask for backup and so on but they don't plant the bomb!
