New Cvars

g_moverscale - ex. 1.5 makes the vehicle go 1.5 times faster than default
cg_hitsounds - 1 is on, 0 is off
cg_drawtime - draws current time (1 on, 0 off)
cg_muzzleflash - 1 is on, 0 is off
mal_medicHealRate - setting to 0 removes the medics self healing
