I encountered the very same problem when I first tried to use custom bots, too. The solution is to put the statement seta sv_pure = "0" in your autoexec.cfg OR set Pure Server to "NO" when you set up your game from HostGame/Advanced/Admin/. Also make sure your "bots" folder is within the fritzbot folder, not the ET folder.
