Dedicated servers use the g_minbots and g_maxbots cvars. They are independant of the <mapname>.bot files.
By default, g_minbots is set to 10.
If you want to set custom config files for your server, set g_minbots to 0 and create a seperate config to execute via rcon. These configs will need to have the addbot command in front of the botname.
I've attached a couple that I have been using. 15.cfg is 15 bots, 25.cfg is 25 bots. These can either be put in ~/etmain or ~/Fritzbot folders
