Bots don't use speach synthesis to talk to each other.
The setting
usespeech on
gives something else - it gives some welcome message to the host on listenserver (as speak synthesis) to say this server is using podbot on it and it also is used with some synthesis speak while waypointing ("observation check on / off"; "waypoint check passed ok" or something like that)
