Here's what I recommend:

In podbot.cfg disable min_bots 10 max_bots 10 and let mEAn do the bot count management.

In the MEANcommands.txt document read up carefully on how the ban weapons work and make adjustments accordingly. The weapon banning works for both bots and humans, or for one or the other. There are some issues with banning weapons on bots, so read through all of it to understand what's going on and how it works.

I don't understand what this means, please explain some more.

The pluigin determines team membership by the skins in use, so make sure you are not using custom skins. Also, you can tell mean what team the bots are on, and if there's team enforcement or not. See the MEANcommands.txt document for details (search for "team" throughout the text to see all the commands related to team management).

Try the above, and let me know how it went. By solving one problem, we may fix others, so even if you don't see all the solutions you need, try fixing what you can and we'll go from there. Good luck.
