No, there isin't a console command. What you can do is edit the epb.cfg and change the line "epb_autofill on" to "epb_autofill off" and then it won't add bots back, so then you can just use either "epb_botmenu" or "epb_addbot" to add bots manually, thus bots only join when you tell them to.
