You hardly ever come across human players that work tactically in a multiplayer game, except clan matches, though!
Getting bots to slow down if they hear a noise is simple, just requires a form of belief system and acting on their perceptions if they think such an action like slowing down is appropriate. It's something I'll be trying a bit more of in rcbot2 for HL 2.
Having bots to evolve through their own feedback of their own actions from situations is much more interesting for me as you can see how they can learn and develop themselves instead of programming the actions directly.
