Well yes you net metamod and so I think that you have to change something in liblist.gam because without metamod it did not work for me!!
I have installed it in C:/Program Files/Valve/Steam/Steam Apps/email/counter-strike/ because then the installer installed it in the cstrike folder automatically i think otherewhise the installer would creat a cstrike folder in your cstrike folder
