Well, setting this cvars to that values, is only way to make this bot godlike. But you can alter sourcecode, and play with CBaseBot::BodyTarget (), or something like that.
And if you need really hard bot, you can try nicebot (it's an a russian bot, that not based on podbot code). Latest dwonload is
here (there is protection about downloading files by host, so press on the link after "Для загрузки файла - нажмите"). But i'm not sure it's working with the latest steam updates. (readme is written in russian)
