The error msg provides you with the description of the problem, and its solution. You are trying to add more players than you have set your server up for.
sv_maxclients controls how many clients can connect to a server. By default its set to 20. If you try to add more then 20 bots/humans, it will give you this error. Raise it to a higher value BEFORE you start your server to get more players on the server.
