I'm sure if you type "map mp_beach" into the console, you'll find that it loads up just fine. If you see the wolf console - the server is there, you just haven't loaded a map up yet.
I'm not an expert on server management, nor have I ever run one, so I can't really offer you much more help than that with server specific questions.
I HIGHLY recommend you check out the fritz user's guide, or GOOGLE more information, about setting up a server.
