Possibly, you tried fixing things yourself. Running acticatecs16.bat again for instance, but this did not work. STEAM crashed when you set up the gamedll entry again.

Sollution
The sollution is simple, yet effective. This applies to most STEAM updates. Only when Valve changed something significantly in the engine the following steps will not work:

1) delete liblist.gam
2) delete cstrike/dlls/mp.dll
3) run STEAM & Counter-Strike. Create a NEW game. Let it run, join a team.
4) exit Counter-Strike
5) edit liblist.gam, and find the line that says:
gamedll "dlls\mp.dll"
replace it with:
gamedll "..\realbot\dll\realbot.dll"
6) save liblist.gam, make it read-only and run Counter-Strike again.
7) start a new server and wait for the 'welcome message'. If it does not appear, you probably forgot to set it to read-only, execute step 6.

How do i make liblist.gam read-only
Right-click on LIBLIST.GAM. Go to PROPERTIES. A window will pop-up and you can see at the bottom a check-box for read-only. Turn it on, click "OK".
