Do you run adminmod as well?
Usually in your cstrike/tfc folder there will be an addons folder. There should be a metamod folder there & in it there would be a plugins.ini file where you'd list the plugins you want to run such as REALbot & also a dll folder which has the metamod.dll inside. The plugins.ini line would have the folowing entry;
win32 dlls/realbot_mm.dll
