I can't understand what do you want.
First I have never used meanmod so I can't help you for it.
But I'm sure that you don't need by
"Target line for DS: +localinfo mm_gamedll mean/mean.dll +localinfo mbotmod epodbot"
because EPB is a real metamod plugin. Just add it to the plugins.ini(like amx).
It must look like this:
