skillmin and skillmax are already set right ...

about only 8 bots ... are you sure that when you create a server that you also wrote 32 slots there as well ? often users cannot add more than 8 bots, because the server they started can just handle 8 players.
if you have a already a server with more bots, type "addbot" without the quotes in the console
