you need to walk around the level to 'teach' the bots where they can move and such. If you walk around a few times (or , let some friends join your server and also walk around the map) the bots will start to move.
My advice is, do not add bots yet in a map they have never walked in before, walk around the spawn/goal points. Then after a round or 2, add the bots. Voila!
