The unmodified template 4 should work in HL, Steam or not, I tested it myself. The bot spawning code hasn't changed at all between version 3 and 4.

If you really can't make it work, you should consider using metamod, and make your bot a metamod plugin. Get the HL bot developer kit from the filebase, it compiles a metamod bot for HL out of the box.

If the "official" metamod DLL doesn't support your friend's mod, you can use the unofficial metamod-P one that works with all mods.
