About Your problem with AMX not loading - describe it more - how do You see it's not loaded? Write in console:
meta list
to make sure if every plugin from metamod's plugins.ini is loaded or not.
Also show us Your amx\config\plugins.ini file (yeah - both of them are called the same - You can show us both).

Write here also more info about Your server (listen/dedicated, linux/windows, CS1.6/CZERO etc.)
