Let me know what is the date and time of creation Your podbot_mm.dll file. For windows system You may delete from plugins.ini all lines which begin with "linux" prefix (they are important only for linux system).
Then try to disable in plugins.ini amxmodx_mm.dll and statsme_mm.dll - write semicolon at begining of the line, like this -
; amxmodx_mm.dll
and try again if it starts for You without these plugins.
