There's a passive (fanless) heatpipe cooler that's easily capable of handling a 9800 pro or Geforce FX 5900 Ultra, achieving lower temps than the stock coolers. I guess that if you put this baby on a 9600, you ought to have some headroom for OC'ing... plus you can increase the cooling performance if your case is equipped with case fans.
The cooler's cold "Aerocool VM-101", costs about 20 Euros and you can google for some online reviews. Just another suggestion.
