Take a look at this - I think it has something to do with the Steam Updates 9_9 :

Try to make a backup of LIBLIST.GAM, delete it and let CS create its own, including the start of MP.DLL. If that's OK, then take this LIBLIST.GAM, change it to load REALBOT and *important* set it Read-Only.
