It's remote console. Basically, you can setup a password on your server that lets other people (who use the password) have access to your server's commands.
eg.
rcon changelevel map_name
would change the map to map_name if the person who used the command knew your server's rcon_password. It's really only useful for using server commands when you're not sitting right beside it.
