It does for me...
The effect is that sometimes when you headshot someone in a particular way, "cleanly" enough, you see a big steam of blood and brain jelly flow out of the guy's head, as if he had his head chopped off. It does not work all the time for all headshots, though. Try longer and try doing clean headshots (if one can call that that way
