yes, most things are %, but not all. I did not document them, so you have to play around with the variables
botskill= skill they can just have as you normally would
things like 'camprate, chatrate, create radio, respond radio, etc' are all in %. So 0% means they don't do it, 100% means they always will react/do/etc.
