I guess this version of CSDM isn't 100% complatible with AMXMODX 0.20. You got the problem with some native (proably now is different definition of it - some other arguments or something). If You go to Your plugins.ini (this one in amxmodx/configs) and if You will change this line:
csdm_mod.amx
to:
csdm_mod.amx debug
then You will see more exactly description of Your problem.
But I still don't know exactly which file You are using - csdm_mod13.amx or csdm_mod.amxx ? What is a date and time creation of it? Plugin version?

I guess my file crashes at You because of this - bots try to selects some weapons not available for CS1.3 - then Your server crashes. I know nothing about CS1.3 for Steam - so probably I can't help You.
