Go to Your CS shortcut then right mouse button click to open the properties of the shortcut of CS and add to the command line this:
-console 1
For example the command line may look like this one:
E:\GAMES\Cs\hl.exe -noipx -console 1 -game cstrike
If You are using steam for CS1.5 (some update like You said) - I'm not sure if You can see this command line directly in this shortcut. Maybe You need to find it like for CS1.6 - start the steam, "Play games" - right-button mouse click at "Counter-Strike" (the game from the list) - to open "Properties" - "Launch option" and add here this:
-console
Make sure You have in Your config.cfg file this line:
bind "`" "console 1;toggleconsole"
Then start the game and try once again to open Your game's console.
