Ok, i know for a FACT that it is illegal, because we (the steampowered.com staff) have recently been discussing the boundaries of whats illegal. Extracting the gcs files is NOT illegal, whereas SHARING the content within or using it on more than one computer at the same time IS.

NOSTEAM is definately illegal. So is running CS:S and CS:CZ maps on CS server (modified) and so on ... its quite a list.
