This was taken from the steampowered forums,
"ZBot is the leaked beta version of the CSBot, which was not to be re-distributed (period). CSBot is the legal version, included with condition zero, and is also hard-coded into the game dll (mp.dll). ZBot is a plug-in style dll that hooks into the game dll. The "hacked" or leaked version IS ZBot!"

From what I've read there, zbot/czbot was meant for cz only & not cs as it was hard coded into the gamedll as mentioned. The zbot/czbot that people are downloading is a leaked copy & therefore illegal.
