Actually, it doesn't matter in which folder it is, but your liblist.gam must point to it.
So if you have
c:\steam\steamApps\your@mail\counter-strike\cstrike\addons\metamod.dll
your liblist.gam should have this line
gamedll "dlls\mp.dll"
changed to
gamedll "addons\metamod.dll".
Whatever path you enter for the game dll, it is relative to the cstrike folder.
So if you put your metamod dll in
c:\[...]\cstrike\addons\metamod\
(which I recommend),
the line in liblist.gam must be:
gamedll "addons\metamod\metamod.dll".

Exactly the metamod.dll shoud be in
[...]\cstrike\addons\metamod\
dlls directory and plugins.ini file in
[...]\cstrike\addons\
metamod directory.
And in Your liblist.gam should be this line
gamedll "addons\metamod\
dlls\metamod.dll"
