That's a weird bug. A few of my friends had that problem too, and I'm sorry to say this but... they never got it working !
I really don't know the reason for that, because it works for me. The only suggestion I can give, is to try out this:

It's actually PVK 2.1 with steam compatibility tweaks, MetaMod, amx, GrogBot and a bunch of custom maps. It's 67 Megs though, and I really can't promise that it fixes your problem.
