uhh...
those commands don't work for Dedicated Server..
the only commands are:
"pb addbot [skill] [team] [model] [name]"
"pb fillserver [team]"
"pb removebots"
"pb killbots"
for jasonmode..
you're going to have to edit the podbot.cfg and turn on jasonmode there then restart/start your server.
