Thank you so much for your help. It turns out that it was the bot cfg. I had it to automatically add bots and min was 6 max was ten. So what i found was happening was that the bot cfg loaded the bots and so did the mean mod. And the mean mod was kicking the bots to autobalance the teams but the bot cfg kept adding them.
