I figured out the problem - there were actually map specific configs for those three that set the qouta to 0 so once they spawned the bot qouta enforcer would kick the bots to be at the 0 allowed.

Dedicated server - it has restarted a couple of times since then and the server itself has even been rebooted too.

Hello,

I have some three way points, two of which came from the CFEGames.com site and one from cs-maps.org that initially seem to work - all of the bots intended are spawned, and then one by one...

No, I have tested on about 30 different maps and the problem reported only exists with those maps I had listed
