How about a cvar if you still need it to NOT count spectators
pb_maxbots_count_spec <0|1> // 1 count spec, 0 dont count spec.
I think many server admins use kick afk/spectators on their server...

For pb_bot_quota_match parameter the spectators or team unnasigned human-players aren't counted.
Could you make that for the cvar pb_maxbots also.
