Is it working on non steam?

hello!iv download conter strike 1.6 on the net and its not steam version!i think.after iv download dod beta 3.1 and download shrike bot.iv modifi the liblist.when i start server i tape this = for adding bot ,and...1 1 and game crash!someone know whats wrong?
