Bots don't "use" hostages when they are higher than bots are.
 
For example, in cs_max, it is impossible to have the hostages resqued by bots, because a hostage stands on the box. I've tried adding button waypoints, etc, but nothing works :(

Make a screenshot from the place with hostage, bots and waypoints to let me see the situation.

Here u go. There is a map goal WP just behind the one in the center. Bots take both hostages, except that on the box.

How You (as a human( are getting that hostage? Do You need to crash the box or You can jump there from somewhere?

I just need to use it from the bottom, the hostage then just jumps down from the box. So bots could use hostages no matter of the elevation, as long as they can get close enough for 'use' to work and have direct visibility.
